The shutdown on Capitol Hill is working it's way across the Potomac River and infecting the state level party in Virginia. After a Ted Cruz appearance in Virginia that Ken Cuccinelli ducked out on the GOP is scrambling to explain the shutdown crisis in a context that doesn't cost them the Governor's mansion and the state house.
