It turns out that Republicans only want to cut spending when Democrats are in charge of the government. This chart above shows number of times the phrase "cut spending" is mentioned and what years it peaks. Most notably on this chart the peak was during the Clinton years and we are seeing a steady climb in the phrase being mentioned starting in 2008.
